In Runescape Classic, the maximum combat level was 123. After the switch to Runescape 2 was made, little was done to alter the calculation of combat. Prayer was considered to be an increased role in the calculation, thus the maximum combat level raised to 126. Ranged and magic were not favored to a greater or lesser extent when calculating. But they were in the actual system of fighting.

They were each given their own class that included magic and ranged. The spring of 2004 and 2005 updates introduced magic and ranged new armours, attack options, and high tier armors. the Ancient Magicks Spell Book), which gives you better access to arrows and runes. The classes of these were much more effective than melee, and can be considered to be equal.

However, the calculation remained the same. That means that a maximum magic or ranged player (let's use 99 defense and 99 ranged/maged) could be level 100-110 and a maxed melee person could be around level 120. These numbers do not include hitpoints or prayer therefore they are just estimates. This could permit Ranged players, or Magic players to gain a significant advantage against Melee players in PvP situations.
