Jagex will be releasing EoC in order to (hopefully) solve the grind. EoC is fine for me personally. I just want EoC to be able to RS gold degrade swifts and goliaths. Everyone who has a cmaul is GF.
I think the main problem is that how would you fix the grinding? The best way to increase your XP is to have higher-level content. But, it must be grouped so that you don't get smashed to pieces. This is sort of like Dungeoneering. High-level content could either provide you with food/pots or provide you with enough money to buy food/pots. It's just important that it is not easily bottable. I believe it would be a success.
The gloves vs. chaotics debate is interesting. I don't know what the varying time balances are between getting gloves and chaotics: certainly the quests and levels of combat required force you to have a much broader skillset (on a good team, you could get to chaotics with purely a strong combat ability) and still require you to put in a fair amount of time. While it's possible that they've misbalanced certain aspects of the information however, it's also possible that additional weapons will be on the way with more requirements. However, those would have been promoted on the HTML5 blog.
Even if your chaotic score isn't great, you have one of the most powerful tools in the game. If you're not engaged in PvP or M circles, you won't be able to call yourself "go figure". However, I think many chaotics have this. From what I hear that getting the gloves requires some time, but it's not as hard to master a skill.
Jagex seems to be slowly implementing this interesting idea. You could now get your own hunting zone by invoking the DnD moths for hunters. Runespan is a game that asks players for cooperation to find the runesphere. It may be necessary to upgrade the game in recent times.
If I was responsible for the general strategy regarding skill, I would focus on policies that increase skill-based updates to the abilities. The skills that demand skill instead of time is my preferred policy. Agility, for example, would be overhauled to ensure that the majority of courses offer more than the default route, with the chance to speed up your run when you're proficient at the skill to qualify for much faster xp.
This would obviously be done with attention to the least boring aspects first. I'd be quite content with bonfires and runespan (if they're not based on skill but they do make things a lot faster), but looking to implement other things to craft skills training, like more exploration of the idea of 'artisanship: producing a few things that are really good and getting recognized for the buy OSRS gold work you've done it instead of producing a lot of duplicate jewellery which reduces its value and appeal.
